What clears this gate
The flow is validated against real scenarios, and people can explain how value moves without referring to a document. Anything short of that is a diagram, not an operating model.
All seventeen diagnostics are built. Each has a guide, a prompt, a worked example and sample data. Diagnostics marked built, not yet run have never been run against one of the twenty five programmes, because they need manager level signal or closed case records that no public audit publishes. Built and run are different claims and are recorded separately.
MOSAIC names its movements, its deliverables and its tools. The diagnostics, scoring, thresholds and decision rules that sit underneath them are proprietary and are not published.
