The point at which the programme can close

Improvements originate inside the business rather than from the programme team. That is the only credible signal that the change has been absorbed, and it is where Loop feeds back into Fuse.

All seventeen diagnostics are built. Each has a guide, a prompt, a worked example and sample data. Diagnostics marked built, not yet run have never been run against one of the twenty five programmes, because they need manager level signal or closed case records that no public audit publishes. Built and run are different claims and are recorded separately.

MOSAIC names its movements, its deliverables and its tools. The diagnostics, scoring, thresholds and decision rules that sit underneath them are proprietary and are not published.
